A Traffic Mitigation Fee (TMF) is a fee charged when a terminal becomes overcrowded. It covers the additional costs incurred by employees who are required to labor outside of usual business hours in order to avoid delays and losses.
PierPASS launched an OffPeak initiative in 2005 to address regular delays at the Los Angeles and Long Beach terminals in California. Any shipment handled during peak hours at those terminals (M- F, 3 AM – 6 PM) now includes a TMF to cover off-peak periods (weeknights and Saturdays).
